- It's not illegal to discriminate, unless that discrimination is based on
- some kind of protected class (race, religion, sex). If the coordinating
- body wanted to work toward some kind of balance, they could legally set
- up open/closed restrictions on who they approved as long as such a policy
- was otherwise fairly enforced.

- Have you never mailed anything at the "Printed Matter" rate?
- If you do this, you can be challenged to open the envelope and
- demonstrate that it really contains only printed matter. If a
- country has a cheaper rate for mailing QSL or other cards, then
- cutting the corners off the envelope allows the postal cops to
- check that you are really mailing a card, and not chocolate or
- live snakes.

- Australians can send cards at a cheaper rate if they write
- "card only" on the outside of the envelope, and leave it
- unsealed (as mentioned by the earlier poster). Most of the
- xmas cards I get from Oz are sent this way (cheap relatives).

- Perhaps the real question is why it should be cheaper to
- mail a QSL card than the equivalent weight of hand-written
- love letters, or said snakes. The idea is that it is less
- urgent, and can be delayed if necessary, thus you get a price
- break.

- There's definitely either a misunderstanding or a foul-up!

- First, if you already had the No-Code Tech, you WILL NOT receive a new
- license when you pass the 5 WPM code test, unless there was some other
- change involved. The FCC only annotates their files that you have passed
- the code test. For this special case, I don't think you have to use the
- "interim" call sign. But, I don't know this for sure.

- Second, if there was some other action required with this application
- (change of address, call sign, et cetera), then much over two months is an
- indication of a problem. Since paper-work with a problem would have been
- sent back for resolution before now, you must assume it has been lost.

- About $10 for the plates plus whatever "agency fee" ($2-3).
- The form is available from the state department of licencing in
- Olympia, but more and more of the licence agencies are keeping
- a few on hand. The licence plates are yours as long as you hold
- a valid Ham licence.

- I've transferred mine through four cars, causing much fun and merriment
- for the records types.

- BTW, don't let them confuse it with the "personalized" plates. They are
- $30 per year in addtion to the regular licence and tax each year.

- Part 97 simply explicitly states that the trustee of a repeater may
- deny use of the repeater to other amateurs. It does not make it
- illegal, or even trespassing, for an amateur to use a repeater
- without the trustee's authorization.

- I am *not* against closed repeaters, no matter how distasteful they may

- I *am* against people twisting Part 97 to suggest that a person can gain
- ownership of a frequency by gaining coordination. Part 97 explicitly and
- simply states that isn't the case, no one owns a frequency.

- Just because a repeater is open doesn't mean the trustee is necessarily
- out of touch with the users. The local ham groups run open repeaters on
- 2-meters here. Pretty much anyone using them are members or are known by
- members -- all of whom are known by the governing board of the club.

- LIBYA. A group led by JA2JPA plan to operate starting around June
- 10. It has been reported that equipment has been shipped to Libya
- and QSLs have been printed, though no call sign was mentioned.
- JA2JPA is currently in South America and is expected to return to
- Japan on June 14.

- GHANA. 9G1PW was worked on 21297 kHz at 1430z. QSL via WB2YQH.

- AFGHANISTAN. YA/RW6AC checked into the 14226 DX net around 2345z.
- No documentation has been received for this operation.

- IRAQ. YI9CW has been quite active lately. Check 18074 kHz between
- 1400 and 1500z.

- KERGUELEN. FT5XJ has been on 20 meter SSB this past week. Listen
- between 14170 and 14200 kHz at around 1800z.

- TONGA. Paul, KK6H, is signing A35RK. Try 14023 kHz between 0000
- and 0400z, and 21024 kHz between 2100 and 2400z.

- ANGOLA. D2/HB9AMO is active and should remain so through July.

- FRENCH POLYNESIA. FO0MIZ is QRV until June 11 from the Marquesas.
- He was worked on 30 meters around 0430z. QSL via JA1HGY. FO0AKI is
- also active and has been worked on 40, 20 and 17 meters. Check
- 14195 kHz at 1100z.

- SOLOMON ISLANDS. Mako, JA1OEM, is on the air as H44/JA1OEM until
- June 10. Check 30 and 40 meters between 0715 and 0900z, and again
- from 1030 and 1430. He has also been on SSB from 1300 to 1345z
- between 3788 and 3798 kHz.

- PACIFIC DXPEDITION. Yarl, SM6FJY, leaves Angola on June 5 to embark
- on his Pacific tour. The planned itinerary is as follows. Mariana
- Islands, KH0, June 13 to 26. Guam, KH2, June 27 to July 10. Belau,
- KC6, July 11 to 24. After Belau, it is back to Angola until August
- 18.

- Yes, that's exactly what I'm saying. The spectrum is a limited public
- resource. Closed repeaters don't serve the amateur community at large
- as well as open systems, so as a policy matter, open repeaters should
- be the preferred occupants of the spectrum.

- I recognize that closed systems are legal, but I don't consider them
- desireable. As spectrum management policy, spectrum should be allocated
- to serve the needs of the largest number of users. Since open systems
- don't place limits on who can use them, they make their chunk of spectrum
- more accessable to more amateurs than closed systems do.
